The Subcontracts Manager is a member of the Supply Chain Team and is responsible for the delivery of end to end Subcontract Management support to Saab Australia’s projects and programs, during pre- contract (bid) and delivery phase.
The incumbent is expected to be an active member of the Supply Chain Team and will support the Senior Subcontracts Manger in delivery of the service.
Specific Accountabilities
Design, Implement and Manage subcontract management processes in relation to project and program subcontract management needs, including but not limited to planning, sourcing, tendering, evaluation, negotiation, execution, management/delivery and close out of, predominantly Defence subcontracts with Original Equipment Manufacturers (OEMs) based both locally and overseas.
Perform supply chain risk assessments, undertake due diligence tasks, participate in make/buy decision making and provide expert knowledge in support of the capture/bid/project team.
Engaging with the commercial and legal team to determine applicable ASDEFCON head contract flow down requirement for potential subcontracts. Develop project specific special conditions and work with legal on drafting subcontract templates to ensure compliance with Saab commercial obligations upstream.
Assist in assessment and down select of subcontractors during pre - ’Win Business’ phase utilising relevant Saab processes.
Develop project specific procurement strategies and plans and support the project with drafting scope specific RFP suite of documents.
Development of subcontract management specific artefacts, including Request for Proposal/Quotation documents and templates to support capture/bid activities as and when required.
Provide support to other subcontract and procurement team members.
Support project managers and project leadership with reviews, analyses and reporting of established subcontracts to improve efficiency and manage spend.
Lead RFP/Q response evaluations in accordance with agreed criteria to achieve ‘best value for money’ propositions and drive efficiency and productivity for Saab and its customers.
Lead procurement and subcontracts support to programs and projects, including but not limited to:
New supplier assessment/evaluations
Subcontracts project governance audits
Provide governance support and lead project and program audits
Manage contractual compliance with upstream requirements eg. Insurance, AIC, etc.
Organising and attending periodic meetings in accordance with the contracts, e.g. CSRs
Manage scope change, variations to Contract and S&Q activities.
Work closely with the Finance team on Milestone payments in accordance with the Contract adjustment mechanisms and Financial Delegation of Authority.
Lead negotiations, as required.
Contribute to team/function reporting
Comply with legislation and company policies, processes and instructions, including those relating to non- discrimination, safety and duty of care and the quality management system
Perform other subcontract and procurement related duties as assigned from time to time
Skills and Experience
Demonstrated knowledge of the ‘end to end’ subcontracts management process and experience in strategic delivery of complex, defence subcontracts.
Preparation and presentation of slide decks for internal gate reviews as well as at customer reviews
Proven written and verbal communication skills
Proven commercial acumen with the ability to recognise issues and identify key risk areas
Proven ability to manage internal and external stakeholders and build effective relationships
Demonstrated knowledge and understanding of relevant contract law
Working knowledge and understanding of Australian and US Government Export control processes
Extensive experience using ASDEFCON contract suite particularly demonstrated knowledge of IP, defence security, cost principles, confidentiality, liabilities and indemnities, schedule, termination related clauses.
A minimum of 5 years in a subcontract management role, establishing, managing and closing out contracts in the defence industry.
